The medical community in Ireland is still quite parochial and clearly this is one reason why so many doctors cited “fear of retribution” as a reason for staying quiet. The obvious authority to report to is an employer, but the obligation is also to refer the doctor to the Medical Council where due process will follow.
The council has authority over the doctor to compel them to get treatment if a drink or drug problem is involved. Their freedom to practise is conditional on following a programme of treatment. (Independent) >
